Hamas announced on Friday that it has agreed to a written framework for the second phase of the Gaza ceasefire, stressing that the agreement will only be implemented if the Israeli occupation fully complies with all of its obligations under the first phase.
Senior Hamas official Ghazi Hamad, a member of the movement’s political bureau and negotiating delegation, said the agreement forms a “comprehensive package” of reciprocal and simultaneous commitments and cannot be implemented selectively.
“If the Israeli occupation does not implement its obligations under the agreement, we will not implement ours either,” Hamad said.
According to Hamad, the proposed second phase includes the gradual withdrawal of Israeli occupation forces from the Gaza Strip, the launch of reconstruction efforts, the deployment of international forces, the transfer of governance responsibilities to the National Committee for the Administration of Gaza, and arrangements placing heavy weapons under the committee’s supervision as implementation progresses.
He said the agreement also establishes an international oversight committee to monitor compliance and that Hamas will participate in a new round of talks with mediators, U.S. representatives, and Board of Peace officials to finalize implementation mechanisms and timelines.
Hamad described the agreement as “painful and difficult,” saying Hamas accepted it because of the catastrophic humanitarian conditions in Gaza and to bring an end to what he described as the Israeli occupation’s genocide and attempts to forcibly displace Palestinians from the enclave.
He added that the Israeli occupation has not officially announced its approval of the agreement and said the proposal was reached following consultations among Palestinian factions aimed at presenting a unified Palestinian position during the negotiations.
