Indian state-owned and private companies shipped at least 2,596 consignments of arms to Israeli occupation between 7 October 2023 and 30 November 2025, according to a new Amnesty International report. The shipments included machine-gun components, 155mm high-explosive artillery shells, explosive warheads for SkyStriker drones, and armoured vehicle components. The components were sent to major suppliers of the Israeli occupation military during Israel’s military occupation in Gaza.

The timeframe covers the period after 7 October 2023, when Gaza was placed under siege. Indian factories continued to produce and export weapons during this period. Ammunition and military components marked “Made in India” were shipped to ports in Israel. Destinations listed include areas such as Khan Younis and other parts of the Gaza Strip.

The shipments continued without pause from October 2023 to November 2025. Hundreds of thousands of arms and military components left Indian shores during these 26 months. During the same period, Israeli military occupation continued in Gaza, where 2.3 million people were reported to be living. The Indian government approved export licenses for the consignments throughout this period.

Defense cooperation between India and Israel expanded to include industrial supply chains during these years. Public images show meetings between the Modi government and Netanyahu as part of broader bilateral ties. Indian ports cleared shipments that were then supplied to Israeli occupation defense contractors. The trade reflects a documented increase in India’s defense exports to Israel.

Details in the Amnesty documentation list the types of weapons transferred and where components were later documented. Explosive warheads for SkyStriker drones supplied by Indian companies were later found in the ruins of Khan Younis. The weapons were used in operations that affected civilian infrastructure including hospitals. During the same period, Gaza faced shortages of food, water, fuel, and medical supplies.

In total, 2,596 arms consignments were shipped from India to Israel between 7 October 2023 and 30 November 2025. The data is presented as part of documentation of arms transfers during the Gaza military occupation. The consignments included artillery, drone components, and armoured vehicle parts. No suspension of exports was recorded during the 26-month period.
